An institute charges you for teaching. British Council, IDP or Pearson charge you for the test itself. Those are separate payments to separate organisations, and a quotation that blurs them is a quotation you cannot compare. Ask for tuition, materials, mock tests and the test fee as four numbers.
Class size moves the price more than anything else, followed by the number of full mock tests included and whether one-to-one speaking practice is offered. A cheap course with thirty students in a room and no speaking practice is not cheap if it costs you a retake.
